Run research to improve education and services for children with disabilities. The Special Education Research Center must study 17 topic areas, including ways to make IDEA services better for academic, functional, and developmental results; evidence-based teaching and related services; needs of infants, toddlers, and preschoolers; assessments and alternate assessments; standards and tests for students with significant cognitive impairments; high- and low-incidence disabilities; over- and underidentification; reading and literacy; secondary and postsecondary transition outcomes; early intervention for complex delays; using universal design in standards and teaching; training of special education personnel; the extra costs of special education; help for parents around transition; and needs of limited English proficient children with disabilities. The Special Education Research Commissioner must make sure the work is accurate, reliable, and follows the research rules set by the National Center for Education Research. Research must be neutral, nonreligious, and free from partisan or group bias. The Commissioner must send the Director a research plan made with the Assistant Secretary that matches the Institute’s priorities, is updated as needed, follows IDEA purposes, covers all ages and disability types, uses measurable indicators, and connects with the IDEA comprehensive plan under section 681. The Director may give grants or contracts, but only to applicants who can do valid scientific research and who apply as the Director requires. The Center must share its findings through the National Center for Education Evaluation and Regional Assistance and help prepare the biennial report called for in section 9519. Funds were authorized as needed for fiscal years 2005 through 2010.
