Defines what several key words mean for the chapter. "Appropriate congressional committees" means four specific committees: the Senate Banking, Housing, and Urban Affairs Committee; the Senate Foreign Relations Committee; the House Financial Services Committee; and the House Foreign Affairs Committee. "Foreign person" means a foreign citizen or national, or any organization not set up under U.S. law, and it does not include a foreign government. "Knowingly" means a person actually knew or should have known. "Trafficking" for fentanyl and related drugs has the same meaning as "opioid trafficking" in section 2302(8). "Transnational criminal organization" covers groups listed under 31 C.F.R. part 590, several named Mexican cartels (Sinaloa, Jalisco New Generation, Gulf, Los Zetas, Juarez, Tijuana, Beltran‑Leyva, and La Familia Michoacana), and their successors or groups the President names. "United States person" means U.S. citizens and lawful permanent residents, entities organized under U.S. law (including their foreign branches), and anyone located in the United States.
