The Secretary must set up and run a program to protect people from radiation coming from electronic products. The work includes making and running performance rules for products under section 360kk; planning and supporting research, training, and operations to cut unwanted emissions and human exposure; working with Federal and State agencies, industry, labor groups, and professional organizations; studying emissions and exposure (including strong magnetic fields); testing ways to reduce exposure; and consulting with the Departments of Commerce, Defense, Labor, the Atomic Energy Commission, and other federal agencies about testing methods and standards. The Secretary can collect and publish research findings and recommendations; give grants to public and private groups and to individuals for the research, study, and testing work; make contracts without using normal competitive bidding rules; and buy electronic products for testing and sell or dispose of them. Recipients of non‑competitive grants or contracts must keep records showing how money was used, total project costs, and other funding, and the Secretary and the Comptroller General may audit those records.
