Defines three terms used earlier. "Appropriate congressional committees" means the Senate committees on Foreign Relations, Armed Services, and Appropriations, and the House committees on Foreign Affairs, Armed Services, and Appropriations. "Relevant Federal departments and agencies" means USAID, the State Department, the Defense Department, the Department of Homeland Security, and any other department or agency the President names. "Stakeholders" means non‑government and private groups involved in or affected by conflict prevention, stabilization, peacebuilding, protection, security, transitions, humanitarian response, or similar efforts.
