The President must create a permanent Board for International Food and Agricultural Development with seven members, at least four of whom come from universities. The President sets each member’s term when appointed. Board members can be paid back for travel and other expenses, including per diem while away from home, if the President approves those payments case-by-case. The Board must help plan, start, recommend, and watch over the programs listed in section 2220b. Its tasks include helping make rules for how projects are reviewed, chosen, and tracked; keeping a current list of universities that are interested and able to work on international agricultural projects and that have the needed science, teaching/research/extension balance, and experience; recommending which developing countries could benefit and which want to build agricultural institutions; reviewing memorandums of understanding and other agreements between the Administrator and universities and partners; checking that university and partner activities follow the goals of the programs; recommending how funds under section 2220b should be split; measuring program results and efficiency (including under the Governmental Performance and Results Act of 1993 (Public Law 103–62; 107 Stat. 285)); sharing information and consulting with NGOs, producers, agribusinesses, cooperatives, state agencies, and schools; resolving university-requested implementation issues; and advising the Administrator when asked. The President may let the Board set up subordinate units, such as a Joint Policy Committee and a Joint Operations Committee. The Board must also be consulted when preparing the annual report required by section 2220e and on other related agricultural development activities.
