To get benefits from the Facility, a developing country with tropical forests or coral reefs must meet several rules. Its government must be democratically elected, must not repeatedly back international terrorism, must cooperate on international drug control, and must not have a regular pattern of severe human rights abuses. The country must also have or be making strong progress on IMF programs or sound macroeconomic policies and, when appropriate, on World Bank/IBRD or IDA adjustment loans or similar reforms (unless the President finds those programs would likely cause major social or environmental harm). If needed, it should have a satisfactory plan with its commercial bank lenders, and it must show it has made investment reforms (for example, a U.S. bilateral investment treaty or World Bank/IDB-backed reforms). The President decides which countries meet these rules. The President must tell the relevant congressional committees at least 15 days before formally naming a country eligible.
