Title 22 › Chapter 34— THE PEACE CORPS › § 2511
Creates a Peace Corps National Advisory Council to advise the President and the Director of the Peace Corps about Peace Corps policies and programs. The Council must inspect Peace Corps activities in the United States and other countries, check how well the Peace Corps is doing, suggest future roles, and make recommendations to the President, the Director, and sometimes to Congress. The Council can invite public participation and must report its views and recommendations on a schedule that starts no later than January 1, 1988, and then every two years on January 1; the President must send each report to Congress within 90 days. The Council has 15 voting members picked by the President with Senate approval. At least 7 must be former Peace Corps volunteers, and no more than 8 can be from the same political party. Members cannot be U.S. government officers or employees. The first appointments had to be made within 60 days after August 8, 1985, and those appointments count as starting on that 60th day for term purposes. Initially, eight members got 1-year terms and seven got 2-year terms; after that, terms are 2 years and no one may serve more than two consecutive 2-year terms. The Secretary of State, the Administrator of AID (or their designees), and the Peace Corps Director and Deputy Director are non-voting members. Members may be paid at the daily rate equal to the top rate in 5 U.S.C. 5332 and get travel pay like other federal travel rules, but pay is limited to 20 days a year. A majority of voting members is a quorum. Members must disclose any financial conflict and not vote on that matter. The Council elects a Chair and Vice Chair yearly; they cannot both be from the same party. The Council must meet at least once each quarter and can set its own bylaws. The Peace Corps Director must provide staff and support.
