State Department can sign contracts for up to 5 years for goods or services paid from yearly budgets if two things are true. Money must be available to cover the first fiscal year and any cancellation costs, and the Secretary of State must decide the government will likely need the item or service, the contract helps competition or saves money, and it won’t block small businesses. If no money is provided for a later year, the contract must be canceled and any cancellation costs paid from the original funds, from current uncommitted funds for similar purchases, or from funds set aside for cancellations.
