Title 22 › Chapter 38— DEPARTMENT OF STATE › § 2719c
Orders the Secretary of State to study whether creating a reserve corps of diplomatic officers or a similar program is possible and how much it would cost. The Secretary must work with other federal agency leaders during the study. The study should look at using a model like ROTC to help recruit and keep people who know critical foreign languages by giving money to college students who study those languages. The Secretary must send a report with the study results to the relevant congressional committees by December 23, 2023. Requires the Secretary to make sure promotion boards and job reviews for diplomats and Civil Service staff treat training, professional development, and learning or keeping foreign languages as equally important factors along with other objective criteria. Managers must be evaluated on how well they address the training and development needs of the people they supervise, and supervisors’ performance standards must reflect that responsibility.
