§2719c Facilitation and Encouragement of Training and Professional Development for Foreign Service and Civil Service Personnel

Summary

Requires the Secretary, working with other Federal agency heads, to study whether it would be possible and how much it would cost to set up a diplomatic officers’ reserve corps or something like it to add staff temporarily or permanently. The study must look at whether the corps should be like the Senior Reserve Officers’ Training Corps, using financial help to recruit and keep people with critical language skills by supporting students studying those languages in college. The Secretary must send a report with the study results to the right congressional committees no later than one year after December 23, 2022. Requires the Secretary to make sure training, career development, and learning or keeping foreign languages are given equal weight with other objective factors when promotion boards review Foreign Service members and when Civil Service performance systems rate employees. It also requires supervisor evaluations to consider how well supervisors meet the training and development needs of their staff.
