The Secretary must create selection boards to rank the performance of Senior Foreign Service and other Foreign Service members in certain pay classes. Boards must follow rules set by the Secretary and can recommend promotions (section 4001), performance-pay awards (section 3965(c)), denying within-class step increases (section 3966(a)), offering or renewing limited career extensions (section 4007(b)), and other actions the Secretary allows. Each board must include public members and must have a substantial number of women and minority members. Public members cannot be agents of a foreign principal (section 611(b)), lobbyists for a foreign entity (2 U.S.C. 1602(6)), or receive income from a foreign government while serving.
