Allows the State Department to use up to $142,000 each year from Treasury funds not already set aside to pay the United States’ share of the Caribbean Commission’s costs under Article XV of its agreement. Also allows more money as needed to cover U.S. participation costs. That includes pay for U.S. commissioners, their alternates, and staff; local services in Washington, D.C.; hiring vehicles and local transport; printing; and other expenses the Secretary of State approves. Some civil‑service, hiring, and printing rules named in law do not apply to these payments. Expenses under this paragraph must follow section 287r and its regulations.
