Money can be given from the Treasury to the State Department to pay the U.S. share of costs for the Pan American Railway Congress and its Permanent Commission. Additional funds can pay other needed U.S. participation costs, like delegates, alternates, staff, local travel, vehicle hire, and printing. Some civil‑service and procurement rules (including chapter 51 and subchapter III of chapter 53 of title 5, section 501 of title 44, and section 6101 of title 41) do not apply to these expenses. The rules in section 287r and its regulations that apply to similar expenses under subchapter XVII also apply here.
