The President, with the Senate’s approval, must appoint up to five U.S. representatives and up to five alternates to attend a specified session or sessions of the General Conference. Each person must be a U.S. citizen. One representative is named the senior representative. The President may pay those representatives and alternates using the pay rates for the Senior Foreign Service (section 3962) or for Foreign Service officers (section 3963), for the times the President sets. Members of Congress or U.S. officers chosen this way cannot receive that pay. If a representative is elected to the Executive Board or becomes President of the Conference and serves as an adviser to the Board, the President may extend the same pay while they serve on the Board.
