Allow money from subsection (a) of section 289b to be moved to any federal entity so it can be used for those purposes. The receiving entity may spend the money under its normal rules and does not have to follow section 3324(a) and (b) of title 31 or section 6101 of title 41. When the Organization asks, federal entities may provide or buy supplies and services if they get advances or reimbursements. Reimbursements may be credited to the appropriation, fund, or account used or to another appropriate current one.
