Makes it illegal for the Department to block or punish employees who use their rights under this law. The Department may not pressure employees about union membership, favor or control a union (except to give normal, fair services when asked), punish someone for filing a complaint, refuse to bargain or follow impasse procedures, or enforce a rule that conflicts with a collective bargaining agreement that was already in effect (except rules that implement section 2302 of title 5). The Department also must follow all other parts of this law. Makes it illegal for a labor organization (union) to block or punish employees who use their rights. A union may not force the Department to discriminate, punish members to hurt their job performance, or discriminate in membership on the basis of race, color, creed, national origin, sex, age, preferential or nonpreferential civil service status, political affiliation, marital status, or disability. A union must bargain in good faith and follow impasse procedures. A union may not call or join strikes, slowdowns, or picketing that interfere with the Department (picketing in the United States that does not interfere is allowed), nor allow such actions by failing to stop them. Denying membership is allowed only for failing to pay required dues or under its own disciplinary rules that follow its constitution, bylaws, and this law. Statements that publicize an election, correct false information, or tell employees about government labor policy are treated as unfair labor practices or as reasons to set aside an election. Issues that can be taken to an appeals or grievance process generally may not be raised as unfair labor practices, and some matters may be raised either way but not both.
