You can ask a U.S. district court to review a final decision by the Secretary or the Board under the rules of chapter 7 of title 5. You must file the request within 180 days of the final decision, or within 180 days after returning to the United States if you were posted abroad. Section 706 of title 5 applies in full. That review route does not apply to cases covered by the next rule. "Aggrieved party" means a grievant. If your grievance says a law, rule, regulation, or policy listed in section 4131(a)(1)(H) was violated, you can only get judicial review by starting a civil suit in the proper U.S. district court for de novo review. You must start that suit within 90 days after you receive notice of the final decision.
