Title 22 › Chapter 63— SUPPORT FOR EAST EUROPEAN DEMOCRACY (SEED) › § 5402
The President can carry out in any East European country the same kinds of programs this law allows for Poland or Hungary, except programs under section 5412 or the changes made by sections 301 and 304, when those programs help the country shift to a market-oriented democracy. To strengthen justice systems, the President may use the authorities in section 2346c, subject to that section’s limits except subsection (c) and the last two sentences of subsection (e). An “East European country” means Albania, Bulgaria, the Czech and Slovak Federal Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, and the states of the former Socialist Federal Republic of Yugoslavia.
