The President must talk with the government of any country the United States finds guilty of serious religious freedom violations. These talks must happen as soon as possible after the President decides to act, or no later than 90 days after naming the country for concern. The President must ask for those consultations and, if the other government agrees, hold them either privately or publicly. The talks can be done with several countries or in a multilateral forum when helpful, and the President should coordinate with other governments before taking action. If revealing negotiations would hurt the talks or an agreement, the President can keep them from the public but must tell the appropriate congressional committees what is happening. The President should also consult humanitarian and religious groups about the likely effects of U.S. policies. The President must, when fitting, talk with U.S. businesses and other interested parties about possible economic or other impacts.
