All assets, liabilities (including contingent liabilities from suits continued under section 6615(e)), contracts, property, records, and any leftover appropriations or other funds tied to offices or functions moved under this chapter must be transferred to the Secretary for proper allocation. Money that was moved but is unspent and not committed must be used only for its original purpose, unless it is used for reorganization. Funds can be used for reorganization only after notifying the appropriate congressional committees under the reprogramming rules in section 2706. Money in any Department of State account may be moved to another account for reorganization with the same notice rules. That specific transfer authority ends on September 30, 2000.
