Defines key words used in this chapter. “Bureau” means the Bureau of Indian Affairs in the Department of the Interior. “Child” means a person who is not married and who is under 18 years old. “Child abuse” covers cases where a child dies or shows unexplained serious injuries (like bruises, bleeding, burns, broken bones, malnutrition, failure to thrive, subdural hematoma, or soft tissue swelling) and cases of sexual assault, molestation, exploitation, sexual contact, or prostitution. “Child neglect” means careless or harmful treatment that hurts or threatens a child’s health or well‑being. “Family violence” means any act or threatened act of violence (including holding someone against their will) that causes or threatens physical or mental harm and is done by a relative, someone legally related, or someone who lives or lived with the victim. “Indian” means a member of an Indian tribe. “Indian child” is defined in section 1903(4) of this title. “Indian country” is defined in section 1151 of title 18. “Indian reservation” includes reservations, public domain allotments, former Oklahoma reservations, and lands held under the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.). “Indian tribe” and “tribal organization” have the meanings in section 5304 of this title. “Inter‑tribal consortium” is a partnership of one tribe or tribal organization with one or more other tribes or tribal organizations. “Local child protective services agency” is the federal, state, or tribal agency mainly responsible for child protection on a reservation or in Indian country. “Local law enforcement agency” is the federal, tribal, or state law enforcement that mainly investigates alleged child abuse in the part of Indian country involved. “Persons responsible for a child’s welfare” means anyone with a legal or recognized duty to care for a child, including employees or volunteers at children’s residential facilities and people who provide out‑of‑home care, education, or services to children. “Related assistance” includes counseling and self‑help for abusers, victims, and dependents, referrals for health care (including alcohol and drug treatment), and may include food, clothing, child care, transportation, and emergency services. “Secretary” means the Secretary of the Interior. “Shelter” means temporary refuge and related help provided regularly and under applicable federal and tribal rules, such as safe homes and meals for family violence victims and their dependents. “Service” means the Indian Health Service of the Department of Health and Human Services.
