Title 25 › CHAPTER 43 — NATIVE AMERICAN HOUSING ASSISTANCE AND SELF-DETERMINATION › SUBCHAPTER II — AFFORDABLE HOUSING ACTIVITIES › Part A — General Block Grant Program › § 4132
Lets tribes and their housing authorities use program money to build, fix, run, or support affordable rental and owner housing and to pay for related housing services, as long as they follow the program rules. Covered work includes help for housing previously run under a Secretary contract, buying land, new construction, reconstruction, moderate or major rehab, site and utility work, infrastructure, energy upgrades, mold cleanup, conversion or demolition, financing, planning, and other related tasks. It also covers housing services like counseling, resident support and management groups, energy audits, self‑sufficiency services, and help for owners, tenants, and contractors; plus management work (work specs, loan processing, inspections, tenant selection, running tenant-based rental aid, and operations/maintenance), crime prevention and security measures, and Secretary‑approved model programs. The Secretary must study two possible demonstration projects — one for community development and one to maximize tribal decision‑making under the Indian Self‑Determination Act — and send each study to the Senate Committees on Banking, Housing, and Urban Affairs and Indian Affairs and to the House Committees on Financial Services and Resources no later than 1 year after November 13, 2002. Tribes may keep funds, including grants under section 4111, in a reserve account for administration and planning under their Indian housing plan, but the account may not exceed 1/4 of the 5‑year average of the annual amount the recipient used for administration and planning under paragraph (2).
