Most of the other parts of the law do not apply to the program or to money given under the program. Only a short list of rules still count. The rules that do apply are these: 4111(c), 4111(d) and (e), 4111(j), 4111(k), 4112(b)(4), 4114, 4115, 4131(b), 4133(c), 4133(g), 4136, 4139, 4161, 4168, and 4211. Those rules cover things like local cooperation, tax exemption, federal supply sources, tribal hiring and contracting preference, compliance certification, program income and labor standards, environmental review, who is eligible, insurance, a small-purchase exception, how funds are handled, consequences for failing affordable housing rules, remedies, public access to information, and 50-year leaseholds for housing.
