After the first publication, anyone who owes money to the defendant or is holding the defendant’s property and knows about the notice must pay or hand over its value and must not try to get rid of the property in a way that harms the United States. If the person is known to the U.S. attorney or marshal, that officer must try to serve them a personal notice, but failing to give personal notice does not cancel the attachment.
