Title 29 › Chapter 16— VOCATIONAL REHABILITATION AND OTHER REHABILITATION SERVICES › § 709
The Commissioner can give help and run programs to support people with disabilities and the groups that serve them. This includes giving consults and technical help to public and nonprofit agencies so people with disabilities can join workforce programs; helping State units build business partnerships; helping providers create self-employment opportunities; helping community rehabilitation programs offer individualized services and move people out of segregated settings; offering short-term training (including for job coaches and program staff); running special projects and demonstrations; making and sharing reports and educational materials; and doing monitoring and evaluations. The Commissioner can use other federal or public and nonprofit agencies under agreement and pay them for services. The Commissioner can also set up task forces to collect and share information. The Secretary of Education can issue rules needed to carry out these duties, but only the rules that are necessary to administer and enforce the chapter. The Secretary must issue rules about how to limit services (an order of selection) if not everyone who is eligible can get services. Not later than 180 days after July 22, 2014, the Secretary must get public comment and issue rules to implement the Workforce Innovation and Opportunity Act changes. The Administrator of the Administration for Community Living can do many of the Commissioner’s listed activities, with those activities focused on independent living programs and training for centers for independent living and Statewide Independent Living Councils. The Secretary of Health and Human Services can carry out the Secretary of Education’s rulemaking duties. "This chapter" is used in the law to mean the parts each Secretary has authority over. Money can be appropriated as needed to carry out these duties.
