Title 3 › Chapter 2— OFFICE AND COMPENSATION OF PRESIDENT › § 108
The President may use up to $1,000,000 each fiscal year to meet unexpected needs that affect the national interest, security, or defense. The money can pay for hiring, certain services (see 5 U.S.C. 3109(b)), and related admin costs, and it can be used without following the usual government hiring, pay, or spending rules. The President must send both Houses of Congress a report for each fiscal year saying why money was spent and how much, no later than 60 days after the fiscal year ends. Anyone paid from this money cannot be paid more than the basic pay for Executive Schedule Level II under section 5313 of title 5.
