Makes "compliance agreements" that the Secretary must approve. Those agreements are either between the government agency handling a discrimination claim and the local government's chief executive, or directly between the Secretary and that chief executive. The agreement must say what the local government will do to meet the duties under sections 6711(a) and (b). It must cover every item found to be out of compliance or likely not in compliance. The agreement can be split into a series of agreements. The Secretary must send a copy to each person who filed the related complaint (including those referred to in section 6716(b)). Copies must be sent by the 15th day after the agreement is made, or if the Secretary only approves the agreement later under the first type, by the 15th day after that approval.
