The Secretary must investigate and decide when a complaint, a State or local agency decision, or other information suggests a possible violation of this chapter. The Secretary must also do audits and reviews (including looking into allegations) and must tell a complainant the status of their audit, investigation, or review. The Secretary’s decision must be made within 120 days. The Comptroller General may review how the Secretary, States, and local governments run and follow this chapter for Congress. Those reviews can compare waste and inefficiency by local governments using these funds to waste and inefficiency in other similar Federal programs.
