The Secretary must personally report to Congress before June 2 of each year prior to 2002 about the Local Government Fiscal Assistance Fund and how this chapter was run the year before. The report must analyze compliance with sections 6711–6715 (including types and pending complaints), how payments were distributed and used, and major problems with recommended fixes. After each fiscal year, every unit of general local government that got a payment under this chapter must send the Secretary a public report, in the form and at the time the Secretary sets. The report must say the amounts and purposes for which the money was set aside, spent, or obligated, how it fits the government’s budget, and any differences from planned use. The Secretary must give a copy to the State’s chief executive officer in the manner the Secretary prescribes.
