Requires the Administrator to publish a list of nationally recognized accrediting agencies and to file a yearly report about his work and any recommended changes. It also authorizes specific money to carry out these provisions: $25,000,000 per year for the years ending June 30, 1973, June 30, 1974, and June 30, 1975; $6,000,000 for the year ending September 30, 1977; $7,000,000 for each year ending September 30 in 1978, 1979, 1980, 1981, and 1982; such sums as needed for fiscal years 1983–1985; and $7,000,000 per year for each year 1986–1990. Institution of higher education — a college or university that meets the federal description and is accredited by a nationally recognized accreditor approved by the Administrator (who must publish a list). Academic year — the school year or its equivalent as set by the Administrator.
