Gives money to approved groups to provide and coordinate support services for very low-income veteran families who live in permanent housing. The money is paid as grants for each family served. The Secretary may set how often payments are made and a maximum award. Preference is given to groups helping families who are moving from homelessness into permanent homes. The Secretary must try to share funds fairly across regions, including rural areas and tribal lands. Groups getting money must tell the families that the Department pays for the services. The Secretary can ask for reports and will offer training and technical help through the Technical Assistance grants program. Covered services include things like outreach and case management; help getting VA and other public benefits; health care and help getting insurance; daily living and transportation help; money planning and income support; representative payee and legal help; child care; housing counseling; and other services needed to live independently. Services can be for families moving into housing within 90 days, or for up to 90 days after they leave permanent housing while they arrange other housing. Applicants must describe their services, who they will serve, how many families, and their experience and ability to run the program. Funding available: $15,000,000 for FY2009; $20,000,000 for FY2010; $25,000,000 for FY2011; $100,000,000 for FY2012; $320,000,000 for each of FY2015–2017; $340,000,000 for FY2018; $380,000,000 for each of FY2019–2020; $420,000,000 for each of FY2021–2025; and $660,000,000 for FY2026. Definitions (one line each): eligible entity = a private nonprofit or a consumer cooperative; very low-income veteran family = a veteran family with income at or below 50% of area median (adjusted for family size and possibly changed by the Secretary); permanent housing = community housing with no fixed length of stay; veteran family = a single veteran or a household where the head or spouse is a veteran; homeless = as defined in the McKinney‑Vento Act.
