Limits how much educational help the VA will pay in certain situations. If you are on active duty or taking less than half-time classes, the VA pays whichever is smallest of: what you would normally get, the tuition and fees similar nonveterans pay at that school, or the school charges you chose under section 3014(b)(1). For on-the-job training or apprenticeships, VA monthly pay is 75% of your normal rate for the first six months, 55% for the next six months, and 35% after 12 months. If you work fewer than 120 hours in a month, your pay is reduced in the same proportion as your hours worked to 120, rounded to the nearest eight hours. Each month of pay counts against your benefit entitlement at 75%, 55%, or 35% of a month depending on the payment rate, and the month charge is reduced the same way when your pay is reduced for hours. For correspondence courses, VA pays 55% of the school’s "established charge" (the lesser of the school’s lowest extended-time plan charge or your actual charge). Payments are made quarterly for lessons finished, and each payment that equals a full-time monthly amount counts as one month of entitlement. For approved flight training only, VA pays 60% of the established charges for similar nonveterans, but it will not pay for any month until the student and school certify the training and fees for that month. Solo flying hours paid cannot be more than the FAA minimum needed for the rating or certificate. For licensing or certification tests, VA will pay up to the lesser of $2,000 or the test fee. For national admission or credit tests, VA will pay the test fee. In both cases, the months of entitlement charged equal the total paid divided by the full-time monthly institutional rate you would otherwise get, and payments cannot exceed your remaining entitlement.
