The Secretary may use federal, state, local, tribal, public, or private facilities and staff to give veterans training or work experience that is needed for their vocational rehabilitation. That training can be unpaid or for small pay. The Secretary can also use VA resources, hire extra staff or experts, and make contracts or agreements when using state or local facilities. The Secretary must make rules to monitor training at state or local agencies and to make sure the training helps both the veteran and the Federal Government. A veteran doing on-the-job training at a Federal agency is treated as a U.S. employee for the benefits of chapter 81 of title 5, but not under laws run by the Office of Personnel Management. Hospital care under this program must normally be provided in facilities the Secretary directly controls, except as allowed under chapter 17 of this title. Federally recognized Indian tribe means an Indian tribe or Alaska Native group that the United States recognizes for special programs and services.
