The Secretary must run ongoing professional training and development for VA counseling and rehabilitation staff who provide services under this chapter. The goal is to make sure disabled veterans get care using the latest knowledge and methods. To do that, the Secretary can hire consultants and give grants or contracts to public or private groups, including colleges, to provide the training. The Secretary must work with the Commissioner of the Rehabilitation Services Administration (Department of Education) and the Assistant Secretary for Veterans’ Employment (Department of Labor) on shared training plans. The Secretary must set the qualifications for staff who evaluate and rehabilitate veterans and for employees doing the work in section 3106(f). When setting those rules, the Secretary must consider the qualifications used under the Rehabilitation Act of 1973 (29 U.S.C. ch. 16).
