The Secretary must give free instructions and forms to anyone applying for, claiming, or saying they intend to apply for a benefit under the laws the Secretary oversees. If an application is incomplete, the Secretary must tell the applicant and their representative what is missing. If the needed information is not sent within one year after that notice, no benefit will be paid because of that application. The one-year rule does not apply to any claim for Government life insurance benefits.
