Full-time VA health employees in the job list named by law who do outside paid professional work must be scheduled for at least 80 hours in a two-week pay period. That rule does not include interns or residents appointed under section 7406. A physician can ask in writing to change the two-week hours to more or less, but for pay they are still treated as having 80 hours every two weeks. Any physician with a different schedule must still account for at least 2,080 hours in a calendar year by working or using leave. The Secretary can make rules about partial years and can exclude some high-level or special hires from these hour rules. People covered by these rules may not teach or consult in ways that conflict with their VA duties. They may not accept payments under title XVIII or XIX of the Social Security Act or under chapter 55 of title 10 for services done while performing VA duties. They may not take outside travel pay except as allowed by law. Others may not pay their malpractice insurance or professional dues except when those payments are part of allowed outside pay. They may not do paid work to raise money for an affiliated school or for their own benefit. For funds set up before September 1, 1973, the affiliated school must report twice a year and allow public audit for three years, and certain officials cannot get cash from pre-1973 service money. "Affiliated institution" means a medical school or similar school that trains VA health staff. "Remuneration" means money from a non-VA source for professional work. The Secretary must create a voluntary leave transfer program (and may create a leave bank) for these health workers, try to follow OPM rules, may let them join OPM programs by agreement, and may buy small promotional items for recruiting under written guidelines.
