Title 39 › Part III— MODERNIZATION AND FISCAL ADMINISTRATION › Chapter 28— STRATEGIC PLANNING AND PERFORMANCE MANAGEMENT › § 2802
The Postal Service must send a strategic plan to the President and Congress by September 30, 1997. The plan must have six main parts: a clear mission statement; general and outcome-focused goals; how the Service will reach those goals (including steps, skills, technology, and the people, money, information, and other resources needed); how the performance goals in section 2803 connect to the strategic goals; the outside factors beyond the Service’s control that could affect success; and the program reviews used to set or change goals plus a schedule for future reviews. The plan must cover at least five years starting with the fiscal year it is submitted and must be updated at least every three years. Any performance plan under section 2803 must match the strategic plan and cannot cover a year not included in a current strategic plan. While making the plan, the Postal Service must ask for and consider input from people and groups who might be affected or interested, and must inform Congress about the plan’s contents.
