Diplomats from countries in the Postal Union of the Americas and Spain who are posted in the United States can send official mail inside the U.S. without paying postage. They can register that mail for free but cannot get compensation if it is lost; consuls and vice consuls doing consular duties get the same free mail and registration for official mail with each other and with the U.S. government.
