Creates the Appalachian Regional Commission and says who serves on it. The federal Cochair is picked by the President with the Senate’s approval. Each participating State’s Governor is a member. Each state can name one backup from the Governor’s cabinet or staff. The President appoints a backup for the federal Cochair. A backup votes if the main member is absent, dies, becomes disabled, is removed, or resigns. A state backup does not count toward a quorum when a quorum of state members is required. The federal Cochair is one of two Cochairs. The state members pick the other Cochair from among themselves for at least one year. The federal Cochair is paid at level III of the Executive Schedule (see section 5314 of title 5). the Cochair’s alternate is paid at level V of the Executive Schedule (see section 5316 of title 5). State members and their alternates are paid by their States under state law. Certain powers and any member’s vote listed in sections 14302(c) and (d) cannot be given to someone who is not a voting Commission member. The Commission must have an executive director to run day-to-day work and staff. Most Commission members, alternates, officers, and employees are not federal employees, except the federal Cochair, that Cochair’s alternate, the Cochair’s staff, and federal employees assigned under section 14306(a)(3).
