Title 40 › Subtitle SUBTITLE V— REGIONAL ECONOMIC AND INFRASTRUCTURE DEVELOPMENT › Chapter 153— REGIONAL COMMISSIONS › § 15303
A commission must lead efforts to improve its region’s economy and infrastructure. It must look at what the region needs and what it already has, using research and reports from federal, state, and local agencies, universities, local development districts, and nonprofits. It must keep making coordinated plans, set priorities, and approve grants for projects. Within one year after the law was enacted, and after considering State plans under section 15502, the commission must set priorities in a regional plan that includes 5-year regional outcome targets. It must also build up or help create local development districts, encourage private investment, help States make their plans, suggest ways for States to work together (and with other countries when needed) to Governors and legislatures, and work with state and local agencies to draft model laws to boost local and regional economic growth.
