Each State that is part of the Commission must send in a full economic and infrastructure plan for the part of the region it represents, following the Commission’s rules. The State plan must include the same goals, objectives, and priorities that appear in any regional plan the Commission made under section 15303. When making the plan and choosing projects, the State must talk with local development districts, local governments, and local colleges and universities, and take their goals and recommendations into account. The Commission and the State and local development districts must encourage and help the public take part as much as possible in making, changing, and carrying out these plans. The Commission must create rules for public participation, including public hearings.
