Leaders of federal agencies may get rid of foreign excess property by selling, trading, leasing, transferring, or similar means. They can accept money, credit, other goods, foreign currency or credits, or important benefits that settle claims when that helps the United States. They may also abandon, destroy, or donate items that have no market value or would cost more to keep than they would sell for. An agency leader can skip public advertising if that is the most practical way to dispose of the property. The leader can sign papers and take other steps needed to transfer ownership or other interests.
