Explains which federal contracts the chapter covers. It applies to most contracts a federal agency makes for buying goods (not existing land or buildings), buying services, building, changing, fixing, or maintaining real property, and getting rid of personal property. It also covers some nonappropriated fund activities. There are exceptions. Contracts by the Tennessee Valley Authority (TVA) are covered only if they include an agency dispute process, and TVA sales of fertilizer or electric power or contracts about running the power system are not covered. The head of an agency can exclude contracts with foreign governments or international organizations if it’s not in the public interest. Maritime contract appeals follow laws in title 46, chapters 309 or 311 when they do not conflict.
