Defines key words used in the chapter and says who or what they mean. "Administrator" means the head of the National Oceanic and Atmospheric Administration. "Advisory Committee" means the National Advisory Committee on Water Information set up under OMB Circular 92–01 to coordinate water data. "Assessment program" means the water availability and use assessment run by the Secretary. "Climate division" is one of 359 climate regions inside States. "Commissioner" means the Commissioner of Reclamation. "Director" means the Director of the U.S. Geological Survey. "Eligible applicant" covers States, Indian tribes, irrigation or water districts, authorities or other water/power organizations, and nonprofit conservation groups that partner with or get agreement from those entities (or, for projects on Federal land, notify the local entities and get no written objection). "Federal Power Marketing Administration" names four agencies: Bonneville, Southeastern, Southwestern, and Western Area. "Hydrologic accounting unit" is one of 352 river-basin units used by the USGS. "Indian tribe" is defined in section 5304 of title 25. "Major aquifer system" is a significant groundwater system listed in the USGS Groundwater Atlas. "Major reclamation river basin" means a major river system in a Bureau of Reclamation service area with a federal reclamation project, including the Colorado, Columbia, Klamath, Missouri, Rio Grande, Sacramento, San Joaquin, and Truckee Rivers. "Natural feature" and "nature-based feature" are short descriptions of naturally formed features and human-designed features that work with nature. "Non-Federal participant" names eligible non-Federal partners. "Panel" is the climate change and water intragovernmental panel (see section 10366(a)). "Program" is the Administrator’s regional integrated sciences and assessments program made up of 8 regional programs. "Secretary" normally means the Secretary of the Interior, except that for sections 10363, 10364, and 10369 the Secretary acts through the Commissioner, and for sections 10367 and 10368 the Secretary acts through the Director. "Service area" means an area covering a watershed that has a federally authorized reclamation project (see section 391 of title 43).
