Each year, the Secretary must pick which collaborative applicants count as high-performing communities. For the first 2 years after the effective date under section 1503 of the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009, no more than 10 may get that title. If more than 10 could qualify then, the Secretary will choose the 10 with the best performance. The title lasts one year and can be renewed each year. To apply, a collaborative applicant must send an application that includes a report on how prior funds were spent and evidence that it meets the performance tests. The Secretary will publish the application material in the area and ask the public for comments. A high-performing community must meet five tests using reliable data: short average homeless episode length (under 20 days or at least 10% better than the year before); very low returns to homelessness (under 5% within 2 years or a 20% drop); strong outreach and full inclusion of people who ask for help in the local data system; proof that certain past funded activities cut new homelessness; and, for families and youth served under other federal rules, effectiveness by standards set by the Secretary under section 11386a(b)(1)(F). Funds given under section 11382(a) to projects in a high-performing community may be used for activities listed in section 11383 or paragraphs (4) and (5) of section 11374(a). The community must also help the Secretary share information about what worked.
