The Corporation can give federal money to states, territories, and Indian tribes to help start, run, and grow service-learning programs in elementary and secondary schools. That money can pay for things like training teachers and community partners, creating class lessons that match state standards and include reflection on service, forming local school–community partnerships, studying and evaluating how well service-learning works, and reaching out to get community groups and schools involved—especially schools that need extra support. The funds can also pay to run or expand programs, including recruiting, training, supervising, placing, and paying service-learning coordinators. Local projects must be run by school districts working with at least one community partner that is a public or nonprofit group with experience, that offers student projects, and that has existed for at least one year; other partners can include businesses, private schools, or tribes (with limits on tribes that distribute funds). A service-learning coordinator helps train teachers, supports planning and running projects (including summer programs), helps schools add service-learning into school policy, and does other tasks the partnership asks. Funds may cover the federal share of reasonable costs like supervision, administration, transportation, insurance, and evaluations. A state education agency may name a statewide group to get and run its allotment. The Corporation can also work with the Secretary of Education to share research and offer professional development to improve service-learning and build strong school–community partnerships.
