Authorizes money for national service programs for fiscal years 2010 through 2014. For division B, $97,000,000 is set for fiscal year 2010 and whatever sums are needed for 2011–2014. The Corporation may set aside funds for part IV of division B. From the rest each year, no more than $7,000,000 can go to Campuses of Service, no more than $10,000,000 for summer-of-service program grants and no more than $10,000,000 deposited in the National Service Trust for summer educational awards, and no more than $20,000,000 for youth engagement zone programs. After those limits, up to 60 percent of what remains may fund part I, up to 25 percent may fund part II, and at least 15 percent must fund part III. For divisions C and D, and for the National Civilian Community Corps and division E, such sums as needed are authorized each year 2010–2014. When spending NCCC funds, priority must go to areas with a presidential major disaster declaration, including disasters from Hurricane Katrina or Rita. Funds are also authorized for division H each year 2010–2014. Part of that money must support section 12653b and related educational awards as described in 12653b(b)(3). Each year $12,000,000 must go to section 12653c. Funds for sections 12653h, 12653k, and 12653p are authorized, with 12653k and 12653p receiving $50,000,000 (2010), $60,000,000 (2011), $70,000,000 (2012), $80,000,000 (2013), and $100,000,000 (2014) each. Administration costs and section 12576(a) assistance are funded as needed for 2010–2014. Up to 2.5 percent of certain appropriations for divisions B, C, and H and under titles I and II of the Domestic Volunteer Service Act must be reserved for sections 12523(e), 12639a, and division K, with $1,000,000 of that reserved for 12639a. Reserved amounts are available only for the fiscal year reserved. All funds appropriated remain available until spent.
