Creates a program where eligible young people work in teams on community projects. To join, a person must be at least 18 by December 31 of the year they enroll and no older than 24 when they begin. A person must either be a high school graduate or not have a high school diploma or its equivalent. The program director must try to recruit people from diverse economic, geographic, and ethnic backgrounds and must increase disadvantaged youth to 50 percent of participants by 2012. The director must report to the authorizing committees every two years on outreach, problems, and annual disadvantaged participation rates. Participants must agree to serve 9 to 12 months as set by the director and may renew once.
