Each federal agency covered by this law and Executive Order No. 13031 must send Congress a report by February 15, 2006 and then once a year for the next 14 years. The report must say how the agency is doing with the rules for buying alternative-fuel vehicles and must include a clear plan with specific dates for when the agency will meet those rules. Reports must say if the agency missed any legal or executive-order requirements, include any compliance plans already sent under the Executive Order or a revised plan that adds dates if needed, and include related material sent to the Office of Management and Budget. The second-to-last yearly report must say the next one will be the final report. Each report must be made public by putting it on a public website and by publishing a notice in the Federal Register with the website address.
