The Secretary must start a 5-year program to cut nitrogen oxide (NOx) and particle pollution from diesel engines. The work will focus on combustion, engine systems, advanced materials, and fuels and lubricants. It must add to similar Department of Energy projects and include real-world demonstrations big enough to show the ideas work technically and economically. The goal is to speed U.S. diesel makers’ ability to meet current and future NOx and particulate limits. Within 180 days after October 24, 1992, the Secretary must prepare and send a 5-year program plan to Congress. The plan must be made with industry, colleges, federal agencies (including national labs), and professional groups, and it must be included in the other required planning documents. Within 1 year after October 24, 1992, the Secretary must ask for proposals to carry out the plan.
