The Secretary must, under sections 13541 and 13542, run a program to create and commercialize ways to make energy‑intensive industries and their processes use less energy and work better. The Secretary must also form joint ventures to help bring those technologies to market. The Secretary must hold a competition for private firms and investors and give financial help to at least five joint ventures. Those ventures must design, test, and show changes whose main goal is better energy efficiency and productivity, though they may show other benefits too. In choosing projects, the Secretary must consider if they improve quality and energy efficiency, the regional spread of the industries, and whether the project is located where the helped industries are.
